Job Description

1) Indirect Tax Procedures

Execute and implement the customs and international trade tax strategy by revising the documents and calculation method for approved trade portfolio framework that is aligned to the tax business strategy with comparison with industry trends by providing an in-depth insights on tax procedures analysis of performance measurement, governance and controls within a tax functions, provide solutions to the business/ OPIs based on identify tax issues, maintain a smooth integration between application and across tax processes in order to achieve efficient operation compliance and sustained productivity for an enhanced tax value creation for PETRONAS.
2) Customs & International Trade Compliance

Prepare and review the customs and international trade tax documents, reports, and calculation for submission to the tax authorities and regulators by proactively reviewing the documentations that has been prepared to meet the current and new requirements and laws that has been introduced by Malaysia and overseas regulators, responding and answering inquiries and requests by the business and OPUs in regards to international trades, maintain trade compliance procedures, reports, and metrics, and adopting cost saving methods through implementation of duty reliefs such as Free Tarde Agreements and Duty Drawbacks to ensure tax practices in PETRONAS curbs tax value leakages and increase PETRONAS compliance with tax legislations.
3) International Trade Risk & Audit

Assist the team to prepare, review, and process all international and customs audits, tax appeal, dispute and/or disclosure processes arising from tax audits by providing clear materials and reporting on requested documentations, assisting in routine trade compliance risk reviews and implementing effective internal controls for acceptable levels of compliance, provide in depth analysis and reporting of the trials with guidance from tax personnel by preparing sales and costs databases and running tax margin calculations, providing insights on both traditional and new alternative dispute resolution techniques for satisfactory resolution of issues, and facilitating the implementation of strategy on settlement of the tax dispute with tax authorities in a timely manner to minimize tax exposure for PETRONAS.
4) International Trade Training

Assist the team in the preparation and development of the educational materials on current and new customs and international Import and Export Tax Knowledge within PETRONAS to cater to the growing demand that fosters new knowledge and capability implementation by analyzing the plausible training materials to keep abreast with the new SAP for import activities focusing on various platforms like JDE, SAP, SAP Global Trade System (GTS), SAP Warehouse Management System (WMS), Transport Management System (TMS) and the likes, understanding the end-to-end import and export requirements to ensure all tax personnel and business are well informed for decision making, promote optimal understanding and navigation of international tax knowledge and to promote and safeguard the interest of PETRONAS.
5) Preparation of Import and Export Documentation

Prepare and analyze import and export documentation by implementing and proper application of duty/tax exemption including special facilities for cross border transaction like preferential tariff classification in foreign countries, Harmonised System for Tariff Classification (HS Code) applicable for products how the HS code apply to the products, special facilities for export oriented industry (eg Licensed Manufacturing Warehouse, Free Zone areas, etc.), the Customs law and its application in relation to cross border transactions, and usage of incoterms used in international cross border transactions to prevent trade disruptions in business and protect the stakeholders’ value for PETRONAS.
Qualification/Experience Required

  • Bachelor’s Degree in Degree in Logistics/Transportation/ Business Administration
  • Professional Tax Accreditation (CTIM) or in Customer & Transportation is an added advantage
  • Minimum of 5 year experience in Tax practice with Custom and International Trade (especially on the operational aspects including application for duty/exemption from Ministry of Finance, application for preferential tariff classification from the Ministry of International Trade and Industry), experience with oil and gas industry is an assets.
  • Special skills/Compulsory Competency - Custom and International Trades operational matters.
  • Experience across several business and corporate exposure would be an advantage.
  • Strong business acumen and able to identify unconventional energy business development.
  • Good analytical and communication skills and highly motivated personality.
