Why does this job exist and why is it critical​
To implement, coordinate, manage and oversee overall Occupational Safety & Health programmes within Maxis to meet Maxis OSH objectives and compliance towards the requirements of national legislations, code of practices, guidelines and standards i.e. OSH Act 1994, FMA 1967, FSA 1988 & UBBL 1984. Implement and coordinate OSH development for continuous improvement. Manage OSH team and ensure OSH programmes are implemented accordingly.
What are you accountable for
  • To ensure effective implementation of relevant Health, Safety & Environment (HSE) programmes within Maxis through planning, implementation, monitoring and continuous evaluation so as to meet OSH Act 1994 requirements and Standards (OHSAS 18001/OSHMS 1722) on an annual basis
  • To develop, respond and assist the Organization in any OSH related emergencies within Maxis i.e. Occupational Safety, Occupational Health, Fire Safety, Road Safety and Pandemic issue to minimize impact and consequences on an annual basis by acting as a Subject Matter Expert (SME) for Maxis Emergency Response Team (ERT)/Crisis Management Team / Enterprise Risk Management Team / Business Continuity Program / System and Information Security / Vehicle Incident Report
  • To provide advice, direction and strategy to HODs on HSE Policies, HSE Management and accident prevention on an annual basis through Safety Promotions, Safety Campaigns, meetings, consultation and Worksite Safety and Health Committee(WSC). Also to report all OSH issues to the management and government agencies on a monthly and yearly basis or as and when it is required
  • To investigate all accidents, incidents, near miss accidents, dangerous occurrences, occupational poisoning or occupational disease that occurred within Maxis to meet OSH Act requirement under the NADOPOD Regulation 2004. The action to be performed within 48 hours of any accident/incident and notification to be made immediately to the authorities. All HSE related data to be collected for compilation and analysis. i.e accident statistics and trend. To provide information, suggestion and steps to mitigate risks associated with the accident/incident to prevent recurrences
  • To develop, organize and enhance HSE related trainings for management, employees, Safety and Health Officers (SHO), WSC Members and ERT Members on an annual basis for best HSE performance. To maintain HSE competencies (SHO) by attending appropriate trainings, provide trainings internal and/or external, provide consultancy/advice internal and/or external. Refer to Garis Panduan Sistem Mata bagi Program Pendidikan Berterusan – CEP by Department of Health, Safety & Environment (DOSH)
  • To liaise with all relevant HSE authorities on any investigations, audits, inspections and training i.e. Department of Occupational Safety & Health (DOSH), National Institute of Occupational Safety & Health (NIOSH), Ministry of Health, JKJR and BOMBA. Also to liaise with internal and external customer on HSE related issues raised to meet company business objectives as well as to ensure safe workplace
  • To manage, check and verify on Vendor HSE performance through safety inspections and safety audits on an annual basis to meet legislation requirements. Detail safety audits including OSH Management system audit that is to be conducted on a quarterly basis and reported to management and vendor performance monitoring through the office of the HOD
  • Ad-Hoc Matters

- Attend to urgent HSE or ERP related matters on projects or contract preparation
- Conduct accident investigation according to HSE or ER requirements
What do you need to have for this role
  • Candidate must possess at least Bachelor's Degree in Health, Safety & Environment (HSE)
  • Minimum of 10 years work experience on HSE matters including 5 years experience in structural / civilareas
  • Understanding of OSH Law (OSHA & FMA) and Legislations
  • Able to perform Safety and Health Officer (SHO) duties
  • Able to conduct and develop OSH training modules and be a certified OSH advance trainer
  • Certified Auditor on OSHMS 1722/OSHAS 18001
  • Well versed with Safety Management Systems i.e. OSHMS 1722/OHSAS 18001, Skills on Working at Height, Road Safety, Emergency Response Team, First Aid and CPR
  • Able to manage Safety Department with minimal supervision and as competent advisor to the HOD
  • Candidate must be willing to travel frequently within Malaysia
