Job Description

Responsibilities

  • To oversee the overall review, validation and assurance of internal (PDP), Contractor (WPC), and external (client-facing) Project Quality Management System (QMS). Ensure the compliance and effective enforcement of Quality Management Systems requirements and procedures.
  • Develops and maintains quality standards that apply to On-site implementation work and ensuring proper implementation in accordance with the Quality Management Standards & Contractual Project Requirements/Obligations.
  • To lead and manage the Quality and Project Key Performance Indicators as approved by the Project Director.
  • Develops and to strategize quality direction to collaborate within the Systems Contractors packages to be in line with Project Quality Policy and Objectives.
  • To ensure Systems Contractors implement effective quality control procedures and plan for providing the more efficient On-site implementation work and meets the project QA/QC requirements.
  • Reviews and approves inspections, test plans and quality control plans for Conceptual, Preliminary, and Final Design for Site Implementation, Testing & Commissioning, Maintenance & Defect Liability Period.
  • Prepare and execute internal, external and third-party quality audits based on the approved Project Annual Audit Plan.
  • Review and approve of Systems Contractors’ documentation reports, audits, and other official reports.
  • Conduct follow-up meetings to manage audit-related issues such as Non-Conformance (NC), Observations (OBS) and Recommendation for Improvements (RFI) including the closure of NCRs on the agreed timeline with a thorough investigation on root causes and effectiveness of corrective/preventive measures applied.
  • To be the PDP’s Quality Management Representative and to take lead during the Clients/Surveillance Audits.
  • To liaise with external auditors and consultants relates to Quality Management Systems.
  • Review, apply and analyze active measures to prevent non-conformances/deficiencies from re-occurring in the projects.
  • Conducting Senior Management Review on a yearly basis in accordance with ISO9001:2015 Standard and Project Requirements.
  • Preparation of comprehensive QA/QC documentation of the project.
  • Validating quality processes by establishing product specifications and quality attributes; measuring production; documenting evidence; determining operational and performance qualifications; writing and updating quality assurance procedures as necessary.
  • To be the key contact in liaising with the Client, analyzing Clients feedback, comments or failure trends for immediate monitoring, action and proper close-out.
Requirement
  • Possess at least a Professional Certificate in Quality, Diploma, Advanced/Higher Diploma, Bachelor’s Degree or equivalent
  • Minimum 10 years of working experience in the Railway Industry (Electrification Track/LRT/ MRT SYSTEM related) as this position is required.
  • Have undergone processes throughout the project lifecycle from initiation, planning, execution, control & monitoring, and closing.
